There are so many people advertising their "services" as a personal driver, yet they aren't posting a legitimate company name or business license.
That's because these people don't drive licensed taxis/limos and don't work for ACTUAL rideshare companies (such as the ones whose apps you download) because of issues with their drivers' license, insurance, and/or criminal background.
Think about it...what kind of "certified driver" only accepts cash?
If you accept a ride from these people and you are injured in an accident (whether they are at fault or not), their insurance (if they even have it) will NOT pay your hospital bills.
Not to mention, YOU HAVE NO IDEA WHO THEY ARE! It's just some stranger with his own car. I mean, so is a rideshare, but at least they run criminal background checks and make sure their drivers have insurance. With a taxi or rideshare co, there is a main company who knows who the driver is and has their information and provides insurance that covers their passengers.
So just download the rideshare apps. And if that isn't workable, call one of the many LEGITIMATE cab companies in the greater Charleston area. Don't put your safety at risk just to save $2 or $3.
